About the RBMD
The Randburg Management District (RBMD), a city improvement district (CID) legislated in October 2004, was formed as a local business response to the declining municipal budgets and services within the precinct boundaries in Randburg. The establishment of a CID was seen as the most viable intervention to prevent an area on the brink of urban decay from further decline.
Kagiso Urban Management (KUM), the company contracted to supply precinct management and precinct services to the RBMD, undertook a perception survey of the area in March 2003. The survey was to determine a profile of the area as perceived by stakeholders and users of the area. The purpose of this research was to gain an insight into the strengths and weaknesses of Randburg from the point of view of its users, which made recommendations for the improvement and maintenance of the area through the formation of a CID.
In a CID, property owners and/ or tenants agree to pay for certain services supplementary to those provided by local council. Services include security, cleaning, maintenance, marketing, and programmes to address aspects of transport, informal traders, homelessness and parking.
The borders of the RBMD are Selkirk Road in the south to Dover Street in the north and Kent Avenue in the west to Hendrik Verwoerd Drive in the east. Public Safety Ambassadors have been appointed to monitor and patrol the public open space within the CID from Monday to Sunday between 7am and 7pm. Plans are also being implemented to register all car guards in the parking areas within the district in order to enhance security.
Crime prevention
The RBMD subcontracts to provide a fully equipped and uniformed security force. The squad comprises 24 Public Safety Ambassadors and one controller. Coordination is done from a control room situated at the Randburg Square basement in Oak Avenue which is in radio and telephone contact with the security force officers and the police. Personnel all wear the distinctive CID uniform of navy blue and orange which offers high visibility.
Since the RBMD was legislated more than a year ago, crime statistics have shown a marked decrease in the area due to the increased presence and visibility of the RBMD public safety ambassadors.
Plans are in place to establish an RBMD security committee to monitor and address all aspects of security in the district.

Cleaning and maintenance
The RBMD subcontracts to provide cleaning services supplementary to those provided by the local authorities to ensure a clean environment. The team is easily recognisable in their distinctive CID uniform of navy blue and orange, comprising of 15 cleaners and one supervisor. They are responsible for:
- Removal of litter from pavements and gutters
- Removal of illegal posters and stickers
- Cleaning tree wells
- Basic street maintenance and weeding of traffic islands
- Removal of refuse bags
- Full litter bags will be placed in refuse areas of properties for removal by Pikitup
Marketing
The RBMD marketing programme aims to improve the overall image of the CID through branding, collaborative promotional strategies, market research and a communications campaign.
